- Thesis:
- Government expands its power by creating "terrorist threats" against which it must "protect" us or itself.
When these "threats" become too real or too successful, Government denies their existence to protect its sterling track record of protection against terrorists.
U.S. Government also funds terrorists which are "pro-American" or "pro-western," or help destabilize "undemocratic" regimes.

Institute cosponsored a conference on September 10 titled "Combatting
Terrorism, Preserving Freedom." More than a dozen speakers discussed the
prevalence of terrorism in the modern world and how it might be countered
without infringing on individual rights. Among the speakers were former U.S.
senator Malcolm Wallop, now chairman of the Frontiers of Freedom Institute;
David Kopel, research director of the Independence Institute and a Cato
associate policy analyst; and Nadine Strossen, professor of law at New York Law
School and president of the American Civil Liberties Union. Following are
excerpts from their remarks.
